Early Learning Program
Clover Park School District provides comprehensive preschool programming to students ages 3-5 in our community. The goal of the program is to provide high-quality early learning experiences, across all domains of learning and development, to ensure each child enters kindergarten ready to succeed.
Preschool Programs Available
Clover Park offers full and part-day Head Start, ECEAP, and Developmental Preschool classrooms across eight schools in the District. Head Start and ECEAP are federally and state-funded free preschool programs for students whose families meet eligibility criteria. Programs provide comprehensive, high-quality, free preschool services including education, health and nutrition coordination, and family supports.
Most children are eligible for ECEAP and Head Start based on their age and family income. Children with disabilities who qualify for special education services and/or previously participated in certain birth-to-age-three programs are also eligible for ECEAP. After eligibility is determined, children are prioritized for enrollment as space is available in their communities.
Clover Park is currently accepting applications for the 2025-2026 school year for children ages 3, 4, or 5 years old (birthdate after August 31st). Please complete an Early Learning Eligibility Application to apply:

Please note the following documents are required to process your application:
- Proof of Income for all family members (i.e. W-2, Tax returns, or December Paystub with year-to-date earnings)
- Child’s Birth Certificate
Additional Documents Requested:
- A copy of your child’s current immunization record
- Copy of current IFSP or IEP, if applicable
- Most recent well-child exam
- Most recent dental exam

Special Education Services in Preschool
Clover Park School District offers a comprehensive continuum of services and placement options for preschool students, to meet each student’s unique needs in the least restrictive environment, as described in their Individualized Education Program (IEP).
- Developmental Preschool: Early Childhood Special Education Classrooms
- Itinerant Special Education Services provided in Head Start and ECEAP classrooms
- Therapy Services (i.e. speech-language, physical, and occupational therapy
Students Transferring to Clover Park School District with an Existing IEP
If you have recently moved into the Clover Park School District and your child has an existing Individualized Education Program (IEP), please enroll in your student in the District here to begin services immediately. We proudly honor the Military Interstate Children’s Compact (MIC 3) and work to make the enrollment and records request process as seamless as possible for our military families.
Child Find Screening
If you have concerns regarding your preschool child’s learning and/or development, your child is eligible for a free developmental screening if:
- Age 2 years, 10 months – 5 years old (after August 31st)
- Not currently enrolled in a Clover Park School District program
- Resides within the Clover Park School District boundaries
